I Call for a California State Constitutional Convention!

I wrote two Articles for the California State Constitution: Article 36, to allow us as voters to call for a Constitutional Convention, and Article 37 that calls for the Convention, and sets up the process of selection of Delegates and sets that same process in motion. I am now at work organizing all 80 Assembly Districts in California to successfully complete the signature drive to qualify my Initiatives for the ballot on June 8th 2010. Paul, I'm hoping to see this happen, not only because it seems like the only way to fix California, but also because it'll essentially be a test case for the same action on a federal level.

What exactly are the biggest things in California's Constitution that need to be changed?

Thanks for the good vibrations. I have done my best. The lawyers are blown away that the process is so well defined. My inclusion of the Constitution Library in the Initiative is so that people from all over the world can study (in person or on line) our process, and the outcome. One prayer I have that has nothing to do with California (except maybe as a International friend) is Democracy in China! Why not? On the Federal matter, I support the tenth amendment, and the work going on to put our Federal Government in check. The checks and balances built into our three co-equal branches of our Federal System require that Congress not abdicate their responsibilities and obligations (such as coining money or declaring war) to the Administration, and that the Courts check both in fact. Obama has become a new Bush. It is sad. I sense no one wants to state that we are being sold a bill of goods that is not allowed in our Constitution. There are two other branches of government specified in our US Constitution: The People and the Press (now the Internet as the presses are closing one by one). I do not sense that we as Californians can do much about the mess in Washington DC, yet. I do completely understand, with the clarity of lightning and sound of thunder that we can exercise our responsibilities as Californians and fix our own State. This is our obligation. No other State has any authority over what we as Citizens of California do with our State and our State Government. We can re-establish Political Equality, Majority Rule, and Individual Rights. One thing the current US Supreme Court is strong on is States Rights. What this means to us and to American is we can lead as we should. The process is wide open, as I trust in the People and the wisdom of our Citizens as Californios. At the Constitutional Convention in 1789 in Philadelphia, a totally unsuspected transformation took place no one expected nor anticipated. This is our history. The Delegates all had their personal agendas and the agendas of their respective 13 States under our then Confederacy (1776 to 1789). As they Delegates met, the agendas fell away, and what came into focus was what would be good for the common welfare of our new nation. Most do not realize that we only got a Constitution out of the Constitutional Convention at Philadelphia. What followed is key. After the Constitution was drafted, we got the Federalist Papers as a operating manual so to speak. Read them. Then, after ratification and the meeting of the first Congress - we then instituted our Bill of Rights as Amendments. It took 13 years (from 1776 thru 1789) for the people to recognize that the Confederation of States did not work and we needed a Constitution. It took the Federalist Papers - first published in newspapers throughout the 13 States - to secure the ratification of the States. We do not need to go thru the ratification process as we are one State, not many. Upon the ratification of our US Constitution, we held a first election, and George Washington was elected President (in 1789 - 1790). Many wanted to elect a King. There has been a strong move among our American Oligarchy - to control our government ever since - working both dominant political parties and marginalizing all others. We do not have royalty in America. Who rules when all men are kings and all women - queens? This is our way, even though all we have tried is approximation. This is the perfection of our Union that Barack Obama spoke of in his campaign. But he will not complete the 200 year old project. He can not. He is President - not the People. We are the People. This perfection is our job not his. He is our number one public servant, no better nor worse than any other public servant - Supreme Courts Justices through Congress all. We hold two branches of American Power in our hands: The Media (now ours again thru the Internet) and the Ballot. So we will organize California over the Internet quickly and efficiently, and secure the volunteers and signatures to call our State to Constitutional Convention - that is not gamed by the political parties and factions - none. Secondly, we will vote in a process that is new and non-gamable thru election fraud committed by any Department of Elections nor Private Corporation control of our voting systems. I designed the process to be non-partisan as both parties actually should endorse that too (or they are not out for our common welfare, rather if the do not endorse the process then they are after the ends of that political party). Factions are not our friends. We are polluted with the two party factions that do not work for the common good - one clear example is the current mess they are responsible for collectively - as both Democrats and Republicans. I designed public finance in the delegate campaigns to remove the power of wealth and include those called to do the work. I imagine the collected Delegates at the convention will soon abandon their personal agendas as well - in replication of the phenomena that took place in Philadelphia in 1789. Remember - those delegates then were normal people. What they did together was extraordinary. It took assembly first - before they realized their real mission - to look out for us - then and now. I sense our delegates will do the same. We can not pose restrictions on the agenda of the Constitutional Convention other than grant the delegates our Charter to do the job. The other two competing sets of Initiatives that will surface (one from the Governor and the other from the Bay Area Council (Chevron, the Courage Campaign and Urban league) ), and both will try to limit discussion to protect Corporate Power - as the Corporations have successfully done for the last 130 years here in California. Already the Bay Area League has a similar proposition they want to move thru the legislature that will restrict any opening of now Article 13, which we commonly know as Prop 13. Prop 13 gave the Corporations a free ride ever since 1978. We do not have political equality anymore in California due to the disparity of taxation that burdens the people at the benefit of the Corporations. Arnold's Initiatives will compete with further restrictions on any Constitutional Convention. This is why it is so important to understand what I wrote. I spent 3 weeks immersed in the Federalist Papers, and as I wrote, I experienced tremendous hardship. The fact is, that I prayed for guidance and direction. The Articles my fingers drafted came thru me - but not of me. I give them to all as a gift. Now lets organize 80 Assembly Districts and do the work. We can do this. I hope to have a series of YouTube Educational videos up soon, that explain each section and why they are organized as they are. The election of delegates is critical to remove the power of money and influence. The sequestration is required to do our best to assure that not one delegate is bought off in advance. I believe we have a golden opportunity to demonstrate the wisdom of the People in action. This should go far in establishing a free world that is not run by any secret society.
